International Free Port of Trieste: Free Trieste addresses Minister Lupi, the UN and to the Embassies of the concerned States

After its Vienna initiative, the Free Trieste Movement continues and empowers its political-diplomatic action for the Free Territory of Trieste, withstanding the strong counteractions of the Italian nationalist circles and their supporters.

On Monday, October 6th, after the anniversary of the Memorandum of Understanding of London under which, since October 5th, 1954, the Free Territory of Trieste’s administration is sub-entrusted to the Italian Government, the Free Trieste addressed an official letter addressed to the Italian Minister of Infrastructures and Transports, Maurizio Lupi. The letter is about the illegitimate inclusion of the international Free Port of Trieste in the legal and operational framework of Italian ports.

The letter addresses also the UN Security Council and the Embassies of the States entitles rights or interests over the Free Port, which is established as a State Corporation of the Free Territory of Trieste under the Treaty of Peace of Paris of 10 February 1947 (Arts. 4, 21, 22, 48 sub paragraph. 5, 78 sub paragraph 7 and Annexes I, VI, VII, VIII, IX, X).

The Government informed are those of: the United States, the Unite Kingdom, Russia, France, Germany, Austria, Hungary, Czech Republic, Slovakia, Latvia, Estonia, Lithuania, Belarus, Ukraine, Kazakhstan, Slovenia, Croatia, Bosnia-Herzegovina, Serbia, Greece, Turkey, Saudi Arabia, Qatar, Oman, other Countries of the Middle East, Mexico, Brazil and other Countries of Central and South America, Canada, Australia, China, Taiwan, Japan, India and other Eastern Countries.

The provisions about the present-day Free Territory of Trieste are integral part of the rules-based international order, under the UNSC’s own protection (see also: U.S. Department of State – Treaties in force, 2013), as well as being implemented in the Italian legal order, under Constitutional constraint (Law No. 811/1947; D.L.C.P.S. No. 1430/1947; law No. 3054/1952; Italian Constitution: arts. 10, sub paragraph 1 and 117, sub paragraph 1).

It is the same international provisions regarding the international Free Port of Trieste (Treaty of Peace, Annex VIII), including other State’s rights to use it an partecipate in its management, as well as the adminsitering Italian Government’s to exercise its role in accordance with the provisional regime set at Annex VII and articles 1 to 20 of Annex VIII, under the control of an International, consultive commission (1954 MoU, art. 5 and exchange of letters).

Free Trieste argues that the Italian Government is violating its special trusteeship mandate. In particular, it is simulating that Trieste is under the Italian State’s sovereignty, and suffocates Trieste’s Free Port for the advantage of Italian ports. (See: map at the end of the article).

For those reasons, the letter addressed to Minister Lupi includes the “international notice” regarding the Free Port’s rights and duties. On September 9th, Free Trieste had presented the document in Vienna to Austria’s press, foreign correspondents, and to the press officers of embassies in Austria. The event attracted vivid interest. In the Movement’s letter to Mr. Lupi, Free Trieste’s President, Roberto Giurastante, asks the Minister and the whole Government to finally discuss the question promptly and without misinterpretations in view of the administering Italian Government’s role.

Follows the letter addressed to Minister Lupi, to the concerned Governments, and to the UNSC, with its annexes. Indeed, in case of lack of answers, the Italian Government is going to face more embarrass, and a political or anti-legal answer won’t make things any better.

Finally, all the documents – in Italian and English – were sent to press agencies, newspapers and correspondents of foreign press, as well as to Italian and local press.

This proved useful to test the lever of censorship and misinformation of the Italian corrupt political system. They insist in their attempt to cover up the violations against the rights of the people of the Free Territory of Trieste,

More censorship and disinformation against Free Trieste

Since long months, as Free Trieste’s legal and political-diplomatic actions become more successful in the stand for the Free Territory’s rights, the Italian political system tightens censorship.

Censorship affects all media, not only the press. Same goes for misinformation and for the spreading of propagandas about the irrelevant activities of an imitation group (“Territorio Libero 3” – cubed Free Territory – TL3) which exists only for this purpose. This Italian campaign of censorship and misinformation goes beyond Italian media, affecting also Slovenia’s.

This is how, on October 7th, both Italian and Slovene media, including official agency STA, censored Free Trieste’s political-diplomatic action (the letter sent to Minister Lupi, to the Italian Government and to the Governments of the States entitled with rights over the international Free Port of Trieste). They did, however, spam TL3’s leafleting in London, which involved some 20 volunteers (promptly inflated to 150).

This makes even more clear the criteria, instruments and supporters of the Italian establishment’s disinformation campaign against the Free Trieste Movement and against the rights of the people of Trieste.
