Free Trieste Movement: the Commissioner of Government must exercise her administration powers

Trieste, April 11th, – Today (4.11) the Free Trieste Movement announced to the press the completion of a study that ultimately demonstrates the Free Territory of Trieste’s legal existence since September 15th, 1947. Indeed, that is when Italian sovereignty ended.

Free Trieste has also confirmed that, since 1954, the Italian Government exercises only a special trusteeship over Trieste, on behalf of the UN. The Italian Government has delegated the exercise of those administrative and legislative powers to a local Commissioner.

According to Free Trieste, the evidence of the continuation of the special trusteeship’s exercise are the Commissioner’s decrees on the international Free Port, which constitute an exercise of the aforementioned powers, which are not typical of the Italian Republic’s officers.

For those reasons, Free Trieste notified to the Commissioner of Government in office, Ms. Francesca Adelaide Garufi, an official request to declare that in the Free Territory of Trieste Italian taxes are unenforceable.

Last week, the Commissioner of the Government received Free Trieste’s initial three acts.

More acts are to follow, announces Free Trieste, both from the organization itself and from Trieste’s citizens and enterprises. With those documents, the Movement seeks the re-establishment of the Free Territory‘s correct special trusteeship regime.

Finally, Free Trieste considers that the refusal to adopt the measures necessary to re-establish the rule of law would equal to giving up on the special trusteeship mandate, and this would make it possible activating specific international measures.
