Security Council and Free Territory of Trieste: first document before the press conference

Security Council document S/2015/809, issued on 23 October 2015, confirms the status of the present-day Free Territory of Trieste - FTT.

While the press conference of the International Provisional Representative of the Free e Territory of Trieste – I.P.R. F.T.T. approaches, Free Trieste publishes document S/2015/809 – LINK) of the United Nations Security Council. The document officialese the General Secretariat’s analysis, signed by Secretary-General Ban-ki moon, regarding systems to grant the international protection of territories.

UN experts drafted this official analysis to find suitable models for the protection of civilians in Palestine, and the document includes and confirms the legal validity of the status of the present-day Free Territory of Trieste as independent State under a provisional regime of administration. From now on, this analysis is to guide UN decisions regarding international defense.

As for the UN Security Council’s defensive obligations regarding the present-day Free Territory of Trieste, it is necessary underlining that since 1992 they do no longer apply to the part that was under the administration of the ceased Yugoslav Government. That question is since then settled with UNGA and UNS Resolutions No. 73, 74 and 77.

In follows that since 1992 the present-day Free Territory of Trieste has no territorial claims against Slovenia and Croatia, and it consists in its main part, entrusted to the temporary civil administration of the Italian Government, to whom are contested serious and unjustified violations of the special trusteeship mandate – as confirmed with the new document of the General Secretariat and of the UN Security Council.

On those bases, on 10 January 2016, the I.P.R. F.T.T. has promptly brought to international attention the question of the international Free Port of the Free Territory of Trieste as well as the Italian authorities’s attempt to eliminate its Northern Free Port. In particular, the I.P.R. F.T.T. addressed the provisional Italian Government, the Governments of the US and of the UK, the UN General Secretariat and the Security Council.
